Todd, you hit the nail on the head when you said, It begins with YOU. Correct action is what will get the things done that builds an organization. If the leader wont do it, why would their team?

I like 300 as a number, once you have 300 in one area, things really take off. And I would rather have 300 excited working teammates vs. 5000 that are not doing anything (but think they are).
I like to look at it this way, you do not need very many true leaders (3-6 depending on the program) to make a very comfortable income. So it is not so much the numbers for me as the leaders I have. Wait, numbers help too
